This tool generates an IP.BIN bootstrap for any homebrew software targeting the Sega Dreamcast, through a nice-to-use wizard. A console version is also available. This tool is deprecated, you may use IP creator (makeip) instead, which is part of KallistiOS.

How to download and setup ipbin-creator
