Open terminal and run command

git clone https://github.com/chaosmail/dev-env.git

git clone is used to create a copy or clone of dev-env repositories. You pass git clone a repository URL.

Also you may download zip file with dev-env https://github.com/chaosmail/dev-env/archive/master.zip

Or simply clone dev-env with SSH
