Open terminal and run command

git clone https://github.com/luarocks/luarocks.git

git clone is used to create a copy or clone of luarocks repositories. You pass git clone a repository URL.

Also you may download zip file with luarocks https://github.com/luarocks/luarocks/archive/master.zip

Or simply clone luarocks with SSH
