How to download and setup arrow
Open terminal and run command
git clone https://github.com/arrow-py/arrow.git
git clone is used to create a copy or clone of arrow repositories.

Also you may download zip file with arrow https://github.com/arrow-py/arrow/archive/master.zip
Or simply clone arrow with SSH
